Separate licensing. Similar to certain stadiums (Soldier Field) not having their name on Madden.

It's definitely a bit of a story in terms of EA clearly thinking that featuring Tiger alone is still bad for business. I'd imagine after he wins a major and two to three other tournaments this year, he'll back back on for 2013

I went on the EA site last night and was looking at some screen shots
and video of the game. I haven't picked up a Tiger Woods game since
the Wii first came out, but I'll be getting this one for sure. A lot of it
looks pretty accurate and realistic from what I remember of Augusta.
Should be a really fun game.

A collectors edition for a game that comes out every year? Pathetic. Not surprising Coming from a franchise that sells courses that used to be in old games as DLC. Now if the collectors edition gave you every future DLC course for free, that would be cool.

I don't expect there to be an outrage, as a consumer I just think it's lame, especially in light of EA's stupid "online pass." A game like Gran Turismo that comes out once every 10 years, now that's special.
