No doubt Henry was #2 in Jimmy's eyes, but still behind Tommy. haven't seen the movie in a few years, but I seem to remember scenes where Tommy and Jimmy had secrets/plans they didn't share with Henry. For instance, killing off the other guys in the Luftansa heist. Henry knew nothing about that, but Tommy was heavily involved.

Pretty sure there was a moment where Henry expressed fear of Jimmy as well.

Tommy was definitely higher up in the pecking order than Henry.
