as far as mandating kyc info to use the internet at all; (1) we already sorta, kinda have it, if the person isn't using a VPN or some variety of proxy (and even then it's usually still possible to identify), then anyone who really wants to know who someone on the internet is can either through obvious or non-obvious means harvest their IP address and track them down. (2) if any single government could both mandate and actually implement zero anonymous internet usage, chiner and saudi arabia would have already achieved it. absent knocking the entire country off the internet a la the majority of North Korea, nigh impossible for any individual nation to enforce blanket non-anonymity on their or any other country's population of web surfers.
