At minimum it should have straight lines where there are supposed to be straight lines. There are hundred of tat places in Chicago that could do that design with their eyes closed better than that.

But I have to agree that is one fucked up tattoo. The line work is shaky. The design is terrible, the bottom part looks like a cover-up. The lettering isn't uniform. Overall, just a jacked tattoo.
