Larussa wasn't the problem but he was the first real symptom of the real problem. Jerry hiring that turd over the GMs head was a total let's get this tank started moment. Whether it's intentionally or Jerry is old and getting sick in the head I don't know. But yeah, he was brought in to fail. And he did. But the team declining was not entirely his fault.

I wouldn't trust Rick Hahn to run a hot dog stand. And nothing about his record as "GM" suggests that anyone else should either. He was the chief "architect" of this mess and miraculously he skated criticism for years because the media had a hard on for guys like Kenny and Larussa. He sucked at his job and if Jerry didn't have such a blind spot for his guys he'd have been shitcanned years ago.
