The Chicago Bulls have "draft rights retained" for Tadija Dragicevic, PF 2008 Rnd 2 Pick 23 Serbia and Albert Miralles, FC 2004 Rnd 2 Pick 10 Spain. Looks like the one has been dealt 85 times and the other just a few.

Why does this happen? These guys have never touched the NBA and never will. Yet the one guy's "draft rights" have been retained for 15 years and traded all over the place. They are phantoms - I just don't understand why this is allowed to happen or needs to happen.

Can anyone offer anything?
