LEAD: Norman (Skip) Dillard, a former star guard on the basketball team at DePaul University, was indicted yesterday on 15 counts of armed robbbery by a Cook County grand jury in Chicago. The 27-year-old Dillard, who averaged 12.6 points while playing for the Blue Demons from 1979 to 1982, is accused of robbing 15 filling stations in Chicago during July, August and September.

This was after 2 other incedents at the River Boats of him robbing people of which Ray Meyer got him out of and Ray even gave him some cash.
