All year long for me. If it is cold, windy or rainy I put the smoker in the garage. Prop the door open about a foot high and use a fan for circulation. I do however avoid the long smokes (i.e. brisket) because they take even longer when it's cold.

i straight stick burn in an uninsulated cooker. the temp swings are wild below 30-40 degrees. got a chubby on my wishlist which will mitigate this but thats probably another year away. plus october - feb is straight fishing weather we are frying fish more than anything during that time.
