Technically they haven't exited yet, it's a multi-year process and negotiations won't happen until after the parliamentary election next month.

Reuters says the suspicion is a suicide bomber.

Wouldn't surprise me if MANY of the injuries/deaths were from the ol' "I'd Step On You to See the Who" routine as they fled.

explosion was outside the concert venue right at the end so that makes sense. There would be almost no security there.

The IRA bombed Manchester in 1996. They phoned it in ahead of time so as to avoid killing anyone. No one was killed, but like 100 people were hurt, and the IRA apologized for that.
