He did. I don't think that was him minimizing what happened as much as it was him clarifying. He pretty much had to include that in order for him to say he learned later that being more famous and powerful means their consent wasn't what consent normally is, etc.

I don't think the throw-in line about always asking was meant to shield him from criminal charges, I think it was in the hopes that they MIGHT shield him from civil action.

Outside of a few select areas (children, elderly, handicapped, etc.) and professions (healthcare provider, law enforcement, etc.) the law treats consent as consent, no matter the fame of either party.
