Evidently "chuse" is exactly how it appears in the Constitution and, at the time, wasn't so much a misspelling as it was an alternate spelling of 'choose'.

I just figured this was somebody making a typo that would be noticed by MANY but only be especially funny to this select group of upstanding people.
