The thing is Pelosi has no power to block this as the House is a simple up/down vote. It's Schumer and the Senate (where 60 votes are needed) where it can be blocked. However, it seems like the Senate has a deal so it's going to have the votes tjhere.

Pelosi threatening to vote it down is just hot air.

I think you (and the Democrats) are overestimating that in the long term. Most Hispanics are hardcore Catholics and really very conservative. Democrats may get their votes in the short term based upon the perception of how DACA was handled, etc. but I really don't see Hispanics being married to a party that advocates for abortion in the ninth month, preferential treatment for the gender dysphoric, etc.
