This is a great piece from the NYT.

I'm honestly surprised they haven't turned to desalinization. They probably could've afforded the construction of some plants if Zuma wasn't siphoning off money for political favors. The article says they are being built, but who knows when they will be finished.

Nobody should feel bad for them. Poor planning. As Ogie mentioned, desalinization. The A-Rabs faced the same challenges and solved it with desalinization.

agreed, it really isn't as the regions in the US most at risk for drought are moving forward with desalination
