I guess it's safe to assume the Republicans in other states pushing similar ID laws are simply motivated by the very real threat of voter fraud, and not. for instance, looking to similarly minimize minority turnout while just being less sloppy about their intent.

I think most people care little about voter ID laws and that it's an issue pushed almost entirely by politicians. There's no broad grassroots movement to enact voter ID laws and those who are most passionate about passing them seem to have little understanding about the empirical data on voter fraud and the actual costs that would be incurred by a not insignificant portion of the population.
