Regulators were fucking with Penn’s gaming licenses because they didn’t like Barstool and/or Dave Portnoy specifically.

Penn needed to launch the brand to get the sports gambling business it thought Barstool would deliver.

I imagine Penn doesn't want Barstool to jump right back in with another gambling partner. The issues with the Barstool Sportsbook (terrible odds, worst promos, and a bad UI) are issues that are not going to go away with the ESPN rebrand, unless Penn actually invests in their technology this time. If Penn is willing to invest in their tech and rebuild the app from scratch, they might make something that is more user friendly.
