The odds to win the jackpot are going from 1 in 175 million to 1 in 292 million ( ). To compensate, they are making the odds more favorable to win smaller prizes: the odds to win $4 -- that is a whopping FOUR DOLLARS -- are going from 1 in 111,000 to 1 in 92,000. At least the extra profits (aka, tax on the stupid) will go to the schools.

If the jackpot is $292,000,000, then it is worth a one dollar investment.

El Gordo in Spain. $100 a ticket. Winners read off all New Years Day. 300 people win $1 Mill.

Here is my example of the Illinois Lottery.

The Illinois Lottery tells you it is a terrible game, right on the back every rub off card.

You give me $10. If You win, I will give you $100, thus giving you odds of 10-1 on a Winner.

HOWEVER

Your REAL Odds of winning are 1 in 142....thus if you win, you should get $1420, but I am giving you $100

Now how many of these tickets would you like?

I thought the money from the lottery was already going to the schools. They haven't been misappropriating those monies now have they?

The Lottery, call it a tax on the stupid or lawmakers stupid attempt to get in on the "numbers" or "policy" racket. Originally sold to Illinois taxpayers as a way to increase education funding but then subsequently folded into the general fund for the state. Every additional dollar raised by the lottery is one less dollar contributed to education from the general fund.

Illinois' lottery is privately managed, and it is losing money. The Commonwealth of Pennsylvania considered emulating our state but learned that the numbers for Illinois don't make sense. Thus I'll be curious to see how our new Governor figures out how to make it profitable.

Powerball is not run by the state but a separate entity. I say good luck to them, as the big jackpots make for nice daydreams but in the build-up to the big jackpot most people keep their loose dollars in their pockets.

How is it losing money? They payouts and odds are designed not to exceed the money taken in.

 If Illinois can find a way they will. I will guess bureaucracy and patronage.

Northstar Loterry Group was the private manager the state granted lottery operations. Northstar failed siginifcantly to deliver on their promised revenues. The contract was severed last December but they continue operations while a RFP is being filled.
