What is the argument for Foreigner and Styx not being in? I get that many may not like them but that’s a different discussion.

It's hard to articulate, but some people consider their music generic, corporate/formulaic, and not really influential to other artists. Lyrically, they didn't SAY something, i.e., political, but played it safe. I would disagree with those as criteria for enshrinement, and I think it's arguable whether much of that was even true.
