It's amazing that NFL teams haven't figured out how to win in the NFL. This is the ranking.
1) Have a future HOF QB.
2) Have a good to great quarterback on a rookie deal.

This will describe virtually every team in recent history that you want to emulate. Yet, Dak, Goff, Wentz, and Cousins still find a team willing to pay them big money to put them into wild card contention.

Yeah, Brady's never been the highest paid QB in the league and his cap hit usually fell around 12% or lower. I think he was around that even this last year with Tampa. Dak will be about that percentage this upcoming season (depending on how much the cap adjusts down), rising to approx 15% for 2022 and then 20%+ in 2023/2024.

Matt Ryan's the largest percentage cap hit QB to make a SB since the last CBA/2010, and he was at 18% of the cap. But the majority of Super Bowl QB's--win or lose--are below 10% of cap; and several (Kaepernick/Wilson/Mahomes) were absurdly low, 1 to 3% of cap

I wonder how much of the QB contract stuff is driven by ticket sales. No one cares that the Packers are letting Aaron Jones walk in free agency unless no one else wants him and he comes back to them cheap. Dallas letting Dak do the same would be the biggest story of the offseason and obviously would have a bigger impact on positive or negative thoughts on the Cowboys for the next few years.

That is incorrect on a team basis, but might be on a league basis.

Aaron Rodgers was the biggest cap hit for the Packers this year and in 2019. They won a playoff game each season.
Kirk Cousins cap hit for the Vikes team in 2019, they won a playoff game.

Tom Brady was the biggest cap hit for the Bucs this year. They won the Super Bowl.

Dallas will fill that stadium whether it's Dak, Romo or Quincy Carter under center. You cant pay a pretty good QB like hes Mahomes.

You're ignoring the fact that Rodgers has averaged 20 points in those defeats. Either he was off in those games or teams found a way to limit his effectiveness. Having an Aaron Jones to carry the load can make a difference. We saw that in 2019 when Aaron Jones was arguably the Packers best player for a stretch.

Aaron Jones was great and will be missed. That said, resigning him at the price he will likely command would have been a mistake given the current cap constraints. They have an inexpensive replacement that they feel comfortable with already on the team and there are plenty of ways to fill the back-up role. If they spend on offense it should be on a slot receiver and possibly the o-line. Cornerback, LB and a back-up to Clark would also rank higher than Jones as well. My guess is they will try to fill some of those holes with recently cut veterans hoping for a chance at the SB and the rest will be draft targets. In any case they will (as always) be an imperfect team but RB won't be their primary weakness.
