Somebody will want Foles this season. He was overall pretty bad last year, but even then he had his moments. And he has been great in the past. There isn't a surplus of desirable quarterback options available in the NFL, Nick Foles represents in some ways the best option.

So I dont know if you deal him now to the Colts, or deal him later. Its hard to say when his value will be highest. I just think its a slam dunk that the Bears trade him, get mid/late round pick and shed the salary.
