The Bears have never had a problem spending when it comes to published and prescribed costs like salary cap.

Total organization spending as in Scouting, Training, Facilities, assistant coaches....that's something we really don't know by comparison. One thing we do know is they repeatedly have is one worst playing surfaces in all the NFL....and do not use the Chicago Park District as a cover. That's soley on the Bears to get right.
