You can't intentionally bat a ball out of bounds, the Lions should have gotten the ball back where it was fumbled and then there would be a penalty on the Seahawks that would have moved the ball half the distance to the goal line and a 1st down.

In the sense that all turnovers are viewed yes. The part they could not review was the batting of the ball as it is deemed a judgement call. Seems stupid but that was the head ref explanation.
