But if Noah, Rose, Wade, Melo, and Porzingis were all somehow healthy come playoff time, I would think they would give the Cavs trouble if they had even an adequate bench. |

I think the easiest solution is to just do away with max salaries altogether. The reason you have these teams throwing money around at lower level players is because they're required to hit a certain cap number and this is a weak free agent class. If there were no max salaries, the actual stars could command their market value and you wouldn't have teams needing to overpay role players. The added benefit of this would be that it would also make it harder for players to collude with each other for super teams. Lebron no doubt gave up money to play in Miami, but that situation becomes much more difficult if he had teams offering him far more than the max contract. |

NBA membership is 25% of NFL's. Talking 15 players for 30 teams versus 53 players for 32 teams. The 53 is probably higher given mid season signings. |
