Resting policy is good as well.

Yep. I'm wondering how they are going to police that. I think teams will simply come up with phantom injuries. If anyone can apply pressure it's the sponsors.

The anti Tanking rule won't have much impact. Teams will scramble to get in the bottom 3 in wins. Problem solved. They need to give all non playoff teams the opportunity to acquire the first pick. Each team should be placed wherever the ping pong ball slots them. Each team should be allowed one ping pong ball also.

I would make all the lottery teams play in a tournament to decide draft order.

I am not sure how closely they can prevent the resting. Maybe the new scheduling I heard about will also prevent that anyway though? I think one thing easily gone now right off the bat is the left a resting player home. Want to rest Lebron against Utah? Ok, but he flies out to sit on the bench and "interact".

That is ok. Make the player go to the game for pr purposes though.

The lottery system itself is stupid, if the idea is to maximize the aid given to bad teams by the welfare system that is the draft. All it does is increase the likelihood that your league's worst teams won't be receiving the top-flight talent entering the league.
