The Bulls need this change but I don't really agree with the author's assertion that Jimmy Butler "thriving" after he was traded was a reason for it. Jimmy was a 3x All-Star while on the Bulls and has been pretty much the same player since he left. At a bare minimum he should be considered one of GarPax's successes considering where he was drafted.
