38.2% is not mediocre, it's high for a point guard. And it's ridiculously high for a high usage PG who is often double teamed, is game planned against every game, and probably gets less than 5 wide open catch and shoot 3pt shot opportunities teh ENTIRE SEASON.

He's an excellent NBA player who has deficiencies on the defensive end. That's so rare that an NBA guy isn't great at everything.

I would like to know what "True Shooting Percentage" is. I'm going to start making up stats. I should have done it in college 30 years ago and we'd all be reading the DR. KEN TRUE VALUE RATINGS.
