No issue on limiting the batter to ground rule double....rule is clear. The problem is there is umpire discretion on where to place the runner on base. He was absolutely going to score and they should have given Tampa the run.

I think that's a misconception...the umps can only award two bases to each runner from the point they started when the ball was put in play, with no discretion unless fan interference is involved.
