Isn't part of this a combination of the space needed to play baseball in urban areas combined with the fact that NCAA baseball scholarship levels are shit compared to basketball or football? Basketball and football may not be your ticket to 8/320, but it's still a path towards a free college education and if you aren't a fuck up, a solid post-graduate job.

Would a three sport star Black athlete like Dave Winfield even consider baseball if he was 12 today?

We did a lot of travel baseball. Only once did we encounter a black team. Even when we went to Louisville, all the best teams were white with a few Hispanics. The one time we played a black team, there was a massive difference in skill levels. We were playing/practicing about nine months out of the year, and that team looked like a spring in house team.

Baseball can be expensive and time consuming. I estimate that only 5% of boys have both the desire (read interest) and skill necessary to play at a reasonably high level.

You need too many people to play neighborhood baseball. With neighbors not really interacting with one another anymore due to the internet, I wouldn't be surprised if a factor driving down youth interest in baseball is they simply don't have a critical mass of players in one shared space to get a game going. Much easier to get a good game of basketball or football in - fewer players required and less equipment as well ($).
