I think it would be Mexico first, biggest park in majors with $1 bleachers / lawn seats

I didn't think of it that way but I would think the league would want to gain entry as soon as possible to the market so a team financially supported by the league could be in order. MLB teams make the investment and own the team. When the time is right, they sell and collect the profit.

Why not Miami plays like 10-15 games there? I can't see 40,000 Cubans dropping $100 each 81 games/year.

Will Mexicans?

I think any move south will require subsidization by the league. It seems like a wise investment to grow the Latin/Caribbean market in the hopes of an eventual push down to bigger jewels like Brazil.

I'd be fine with the Marlins playing three in San Juan and three in Havana, despite the ignominy of Miami-Dade building them that stadium and then the Marlins playing elsewhere anyway.
